Pedestrian Mall Service Permits are issued for approved access only and may be modified, nullified, or revoked at any time if University operations, public safety, or emergency response needs take precedence. Permit holders must comply with all directives from Public Safety and Facilities Services personnel. Pedestrian Mall areas are considered closed and restricted areas. Driving and parking in these areas is restricted to mall service authorized vehicles. (WAC 504-19-920)
A "mall service" permit is valid typically for a maximum of 30-minute parking in the pedestrian mall or building access areas. If the mall service permit is needed for longer than 30 minutes, the issued permit is subject to the current daily rate for parking on the WSUV campus unless a valid parking permit for that time period is already present in the vehicle (WAC 504-19-580)
By accepting and using a WSU Vancouver Mall Permit, you agree to these terms. Failure to comply may result in immediate termination of mall access privileges and possible referral to campus administration.
The WSU Vancouver campus mall area is a pedestrian-priority zone. To preserve the safety, accessibility, and integrity of this space, all vendors or departments granted a Mall Permit must comply with the following Terms of Use:
- Pedestrian Safety is Paramount
- The mall is a high-foot-traffic area. Pedestrian safety is the top priority. All drivers operating vehicles on the mall must always remain vigilant and exercise extreme caution.
- Speed Restrictions
- Vehicles operating under a Mall Permit must proceed at walking speed only (no more than 5 MPH).
- Yield to Pedestrians – Always
- Drivers must yield the right of way to all pedestrians without exception.
- Escort Requirement
- All service vehicles operating on the mall must be escorted on foot by the event or service requestor from the point of entry to the destination.
- Authorized Use Only
- Mall Permits are issued for specific dates, times, and purposes. Use outside these conditions may result in revocation of permit privileges.
- Vehicle Type Restrictions
- Only vehicles essential for the approved service or event may access the mall. Oversized vehicles or those causing potential damage to walkways or landscaping are not permitted.
- Damage and Liability
- The permit holder assumes responsibility for any damage to campus property or injury resulting from mall vehicle access.
- If you are using a Mall Permit to load/unload in a roadway:
- You must use the vehicles Hazard Warning Lights for safety and visibility
- You may not park in a roadway or non-mall area curb for more than 30 minutes (Public Safety may approve longer durations)

Parking Services is open Monday – Friday from 7:30AM to 5:00PM and is located at the Central Physical Plant building (VPP) - Overnight or after-hours pedestrian mall access: Departments will make every available effort to obtain a printable mall permit or hanging mall permit prior to after hours or overnight access. If a prior request is not received, drivers are required to text their ten-digit phone number to the Public Safety Pager Line at 360-690-1527
