Education: Louise received a B.A. in nursing from Simmons College in Boston , MA in 1974. She became a family nurse practitioner and completed a M.N. at the University of Washington in 1981. A Pew Health Policy Fellow at Brandeis University in Waltham, MA , Louise earned a PhD focused on health policy in 1992.
Teaching: After teaching for five years at Pacific Lutheran University , Louise served as adjunct faculty at WSU Vancouver and the University of Washington during the 2001-2003 academic years. She was appointed to a tenure track position on the Vancouver campus in the fall 2003. Her teaching assignments at WSU include N507 Health Care Policy Analysis, N537 Role Analysis: Advanced Practice, and clinical faculty for the family nurse practitioner clinical courses, N567, N568, N569 and M595. Louise also coordinates the Vancouver family nurse practitioner program which has over 45 students.
Research: Louise's current research is focused on the prescribing controlled substances by advanced registered nurse practitioners in Washington State. She and her research partner, Dr. Marie-Annette Brown from the University of Washington (UW) are also evaluating the Doctor of Nursing Practice program is being initiated at the UW. Louise is also studying the influence of Washington's eight nurse legislators on the development of health policy.
Practice: Louise maintains her clinical skills through part-time practice as a family nurse practitioner at the Clinic at Elma in Elma, WA .
Professional Activities: Louise served as President of the Washington State Nurses Association from June 2001-June 2003 and is currently a member of WSNA's Legislative and Health Policy Council. She has held many positions in WSNA since 1981 including Chair of the Legislative and Health Care Council and Chair of the Political Action Committee. Louise is active with her local nurse practitioner network and served on the Public Policy Committee of the American College of Nurse Practitioners for one year.
In 2005 Louise was appointed as a pro-tem member of the Washington State Nursing Care Quality Assurance Commission and to the Washington State Prescription Drug Program Prescription Drug Purchasing Consortium Advisory Committee. Louise also serves as WSU Vancouver's representative to the Oregon State Board of Nursing's Advanced Practice Prescriptive Authority Task Force.
Louise has served on the Thurston County Health Department Family Planning Advisory Committee since 1992. And the Thurston County Access to Care Task Force since 2003. Since 2001, she has been a member of the CHOICE Sustainable Health Care Advisory Council that is involved in a redesign of the health care system in five counties.
