A Coordinating Council and an Executive Committee comprise the governance structure of SWEP. The Coordinating Council sets the direction for the partnership. It is composed of a maximum of three representatives from each SWEP member organization, including the Superintendent or C.E.O., and meets annually. The Executive committee monitors the implementation of SWEP programs. It is composed of a maximum of two representatives from each institution appointed by the Superintendent or C.E.O. and meets biannually.
The goal of this committee is to bring together university and school teachers to share expertise and resources that enhance teaching in their respective classrooms. Since 1998 the committee has produced a day-long inservice on the topic of Integrated Thematic Instruction that combines Language Arts and Social Studies. This committee's purpose is to help school principals and administrators with new information, skills, and ideas that will help them lead schools as they respond to the demands posed by the school reform mandates in the areas of assessment and instruction. This committee has co-sponsored an Administrative Training Series for the past three years. The series consists of day-long workshops attended by principals. Analyzing and seeking to improve the field experiences of future teachers in the SWEP partner districts is the purpose of this committee. It has also produced documents specifying the knowledge and skills deemed necessary for beginning teachers and for teachers who mentor student teachers. Programs
SWEP promotes the establishment of Professional Development Schools (PDSs) to help implement the goals of the partnership. The first PDS was established at Pleasant Valley Primary School in 1996. Pleasant Valley Middle School was added in 1997. Its focus is literacy and has included teacher study groups, clustering a cadre of WSU Vancouver student teachers there for their field experience, literacy courses taught on site, and oversight by a steering committee.
