Assignment #3, Review of
Environmental Assessment
Purpose: to gain familiarity in evaluating environmental
assessments; reviewing them for compliance with NEPA; and evaluating the decision on a
threshold determination.
Assignment:
- Read the "Final
Environmental Assessment On Issuing A Quota To The Makah Indian Tribe For A
Subsistence Hunt On Gray Whales For The Years 2001 And 2002"
.
- Make a checklist of the CEQ required items using the
EA checklist discussed in class.
Include brief remarks where appropriate.
- Evaluate the material presented relative to requirements in the CEQ regulations for an EA (see
1508.9 in your textbook, Appendix D) plus notes from
the lecture in class.
- Write a 2-4 page critique of the EA discussing your
interpretation of the compliance of the document to the regulations using the
checklist.
- Discuss whether
you think the FONSI is appropriate given the alternative selected relative to
"significant impacts on the human environment." (See criteria for 'significance'
in CEQ regulations 1508.27). Include both your legal and personal
viewpoints but please keep them separate.
