WSU Vancouver Mailroom - Special Fees

About Tracking Foreign Mail Any US Postal Service tracking label you put on mail or packages going to a foreign country is "null and void" just as soon as the item leaves the United States

If you require tracking to insure delivery, you have 3 choices (Please NOTE that as of January 2007 DHL is the only "tracking carrier" that will deliver to Cuba)

  1. Call FedEx at 800-238-5355 to find out IF they will deliver to the Country AND Address you have... and if there are any special customs requirements for the item you are sending (See FedEx Foreign Shipping Documents as PDF which requires an original and 3 copies)
  2. Call UPS at 800-742-5877 to find out IF they will deliver to the Country AND Address you have... and if there are any special customs requirements for the item you are sending
  3. Call DHL at 800-225-5345 to find out IF they will deliver to the Country AND Address you have... and if there are any special customs requirements for the item you are sending (NOTE that since WSUV does not have a DHL account, you will need to use your WSUV credit card to pay for a DHL shipment)

Since requirements are "fluid" due to world conditions, there is no book possible for Mailroom staff to use to find out if any particular carrier will send to your chosed Country and Address, so you will need to call the carrier to find out if they will deliver

Delivery Confirmation (US Postal Service) If you do not need a Return Receipt, but you need to be able to verify that an item was delivered, you may add a Delivery Confirmation sticker (barcode) to your US Mail item - the cost is only 60 cents, and you may then go to the US Postal Service web site to track your item's delivery

Return Receipt (US Postal Service) Total cost for the Certified tag and a Return Receipt BEGINS at $5.21 and goes up from there, depending on weight

  • This is for US mail addresses only
  • Both forms mentioned here have peel-offs and self-adhesive
  • Place form 3800 (Barcode) on the front of the item/envelope - on a regular #10 (small) envelope, above the address and next to the return address, so you leave room to the right for the stamp
  • Complete both sides of form 3811 (Return Receipt) where item 4a is the number from the form 3800
  • Place form 3811 on the item/envelope, where there is space (on the back of an envelope is fine)
  • Send to the Mailroom, with your postage account

US Mail Priority Mail (2-to-3 day service, Foreign is a separate rate structure) Please click the US Postal Service link above for the latest rates.

Attach a Priority Mail sticker to a regular envelope or box, or use a US Postal Service Priority Mail envelope or box when you wish to use Priority Mail

DO NOT USE A PRIORITY MAIL STICKER WITH AN EXPRESS MAIL ENVELOPE

US Mail Express Mail (next day service, Foreign is a separate rate structure) Please click the US Postal Service link above for the latest rates.

Use the special Express Mail address label for Express Mail, and be sure to pull the Customer Copy from inside the special Express Mail label so you will have the tracking number to verify delivery

Press hard with a ballpoint pen for the multi-part form

DO NOT USE AN EXPRESS MAIL ENVELOPE WITH A PRIORITY MAIL STICKER

Do NOTE that all US Mail is taken off campus each day at 3:30 PM to a location where it is collected by a commercial route driver, so you may hand-carry your US Mail items to the Mailroom by 3:15 PM for inclusion in that day's business. (If you have a LARGE number of envelopes, please be sure to allow time for meter operation to add postage)

Foreign Orders and Customs.

  • If you are ordering from a Foreign Vendor, please be sure to find out the amount of Customs that will need to be paid, and include that amount in the cost shown on the Purchase Order (Actually, before you write the PO, you might want to contact the WSU Customs Broker to find out if there are any special requirements for what you are ordering, or the country you are ordering from)
  • Please go to the main WSU page at Central Receiving and scroll down to the Foreign Shipments section for the contact information for the WSU Customs Broker

Please put your NAME on the FedEx (or UPS) form in case of questions
Do NOTE that all late FedEx items (not put in an OUT box by 2 PM) are taken off campus each day at 3:40 PM to a location where they are collected by a commercial route driver, so you may hand-carry your FedEx items to the Mailroom by 3:15 PM for inclusion in that day's business.

Do NOTE that all UPS items are picked up at the Mailroom each day at ABOUT 4:00 PM, so you may hand-carry your UPS items to the Mailroom by 3:30 PM for inclusion in that day's business.

Call 6-9708 or Email To The Mailroom for supplies. Please note that only FREE supplies obtained from FedEx, UPS or the US Postal Service are available in the Mailroom - tape, packing boxes and padding, or other types of shipping supplies must be ordered by the individual Departments from Pullman Central Stores or other Vendor of choice.
